I can't find the syc option on my desktop version.

My android phone says choose "File>Sync with Mobile Device but that option does not come up when I click on file. How do I do it?

The desktop doesn't have a sync button. Make sure the dropbox application is open, and you should see it start to sync (little arrows spinning)

This means you've selected the wi-fi (local) sync method on the phone, but your budget in the desktop app is set up for cloud sync. You can change the Android app to use cloud sync from the Settings screen.
