At this point, I'd like to just make an adjustment to get the available number back in sync with my account balances. Until then, I've got a "hidden" buffer of about $28, so it's not the end of the world.

You have to add...
1. Totals: Category Ballance
2. Available to Budget
3. Income available next month
All three of those should reflect you register ballance (or ballance of accounts on budget).
