You need to install the YNAB Lite (or Full) app on your iPad in the conventional manner, so I'm not sure what you mean when you say you "try to pull up YNAB 4.exe on the iPad in Dropbox app".
You do not necessarily need the Dropbox app on your iPad for cloud sync to work, but you do need Dropbox installed on your desktop PC, and you do need YNAB 4 desktop version installed (trial or licensed). Once you have the desktop version installed and you either create a new budget file or convert a previous YNAB 3 one, the application should guide you through setting up cloud sync using Dropbox. You don't need to be looking anywhere in Dropbox or trying to execute files from within there. Once the desktop is set up for cloud sync open up the YNAB app on your iPad and you should be guided to link to your budget file and enter your Dropbox account details. If anything strange is happening with the iPad app on startup then an uninstall and reinstall may help.
